'Realising rights: increasing ethnic minority women's access to justice'.
The criminal justice system has been found to be both institutionally racist and
institutionally sexist.1 Over the last decade, there has been improved policy
development acknowledging the disadvantages faced by ethnic minorities in the
criminal justice system on the one hand and the experiences of women as victims,
offenders and workers in the justice sector on the other. However, these interventions
have tended to build on the experiences of ethnic minority men and White women
respectively. As a result, the needs of ethnic minority women, which can be quite
different from both of these groups, are frequently rendered invisible. |

Community Cohesion and Race
Following the disturbances in Bradford, Oldham and Burnley, the Home Secretary announced a Community Cohesion Review Team (Cantle) and an inter-departmental Ministerial Group on Public Order and Community Cohesion (Denham). The investigation identified problems of deep polarisation, fragmented communities and ignorance about each other’s communities. The resulting strategy aims to promote Community Cohesion based upon a greater knowledge of, contact between and respect for various cultures, and to establish a sense of greater citizenship. |

The BME Population of North Somerset - A Scoping Report
It is an attempt to assemble substantial data about the landscape of the Black Minority Ethnic (BME) communities in North Somerset.
The report highlights the role that such knowledge should play in service planning, commissioning, provision, and service delivery by the statutory agencies. The report’s strength as a scoping exercise is that it draws on SREC’s links and particular involvement with the BME communities, providing us with a good ‘on the ground’ idea of the size, characteristics, and needs of the BME population in North Somerset as communicated to SREC in various ways. It is our view that the importance of such data in facilitating fairer and more equitable service provision for all cannot be over emphasised, and there is quite a lot of relevant information contained in this report. But we also freely accept that there are still gaps in that knowledge. |

There are some indications of positive change, most notably in the way the Crown Prosecution Service takes cases involving racist motivation more seriously. However, there remain many ways in which the relationship between police and Black and minority ethnic groups has not changed significantly from 10 years ago. |

The Swiss referendum on minarets: background
and aftermath
On 29 November 2009, Switzerland became the first
country in Europe to vote to curb the religious practices
of Muslims when a referendum, banning the construction
of minarets on mosques, was backed by a strong
majority. As a result, Article 72 of the Swiss Federal
Constitution regulating relations between the state and
religion was amended to include the statement: ‘the
construction of minarets will be forbidden’. The result,
which shocked the political establishment, which had
confidently predicted its defeat, has resulted in much
soul-searching about the Swiss system of direct democracy,
with the federal government placed under increasing
pressure to annul people’s initiatives that obviously
contradict fundamental principles of international law
or the Swiss Constitution.

Briefing 282 Under-users of the Conutryside
People from black and minority ethnic backgrounds, the disabled, young people, people who live in inner cities, women, older people and those on low incomes all make limited use of the countryside. All thought that making more use of it would be beneficial to them but there were significant factors limiting their access. There is a lack of understanding among service providers about the needs of under-represented groups and so opportunities from inclusion for both the user and provider are lost. |

Briefing 283 Supporting migrant workers
In some localities migrant workers now represent up to 25% of Rural Citizens Advice Bureaux (CAB) clients. As a consequence rural CAB have adapted to ensure they are able to meet the needs of these clients. This summary gives a wide range of examples of how rural CAB are currently meeting the challenges in order to ensure their services are accessible to migrant workers. These include interpretation initiatives, special advice sessions, and links with cultural associations, credit unions and job centres. It also shows how workers with experience of these initiatives can influence developing policy. |

Third report on the United Kingdom
The European Commission against Racism and Intolerance (ECRI) was established by the Council of Europe. It is an independent human rights monitoring body specialised in questions relating to racism and intolerance. It is composed of independent and impartial members, who are appointed on the basis of their moral authority and recognised expertise in dealing with racism, xenophobia, antisemitism and intolerance.
This third round report focus on “implementation” and also deal with "specific issues", chosen according to the different situations in the various countries, and examined in more depth in each report.
Adopted on 17 December 2004 and made public on 14 June 2005
